I tried to post files to an FTP site and was unable to. The ftp site administator says it is my ISP? any ideas? The site is phippsrepro.com and there is an FTP site link. The password I have appears to be good. However, I can't upload any files onto their site.

You will need to set your FTP client to use PASV mode. That should correct your issue.
